Real Estate, Taxes, Schools & Local Guide
Castle Hills is an independent incorporated Texas city in Bexar County, about 2.5 square miles, completely surrounded by San Antonio and bisected by Loop 410 at the southern end of NW Military Highway. It is not a neighborhood inside San Antonio, and it is not the Castle Hills master-planned community near Lewisville in Denton County. This guide covers what actually matters for buying here: the official boundary, the six city planning areas, the West of West large-lot and zoning story, NEISD school assignment, taxes, utilities, flood and drainage, and the property-level due diligence that separates one Castle Hills address from the next.
Patrick's Quick Answer
Castle Hills in one paragraph
Castle Hills is its own city, not just a neighborhood inside San Antonio, and it is easy to confuse with a very different Castle Hills near Lewisville in Denton County. Inside this small incorporated city the built environment changes noticeably by location: the six official planning areas run from acre-plus, rural-zoned lots in West of West to established standard-lot neighborhoods near Loop 410 and NW Military, which means the tax stack, NEISD campus, utilities, flood and drainage picture, and redevelopment potential are all address-specific. The honest way to evaluate any Castle Hills property is parcel by parcel: confirm the city limits, the planning area, the school assignment, taxes, zoning, flood data, and deed restrictions before you make an offer. I can help you run exactly that checklist, and the sections below show what to check and why.
Incorporated
1951
Independent Texas municipality in Bexar County, completely surrounded by San Antonio.
Land area
About 2.5 sq mi
Census land area is 2.47 square miles. Loop 410 physically bisects the city.
Population
3,978
2020 Census, down from 4,116 in 2010. Most recent Census estimate about 3,931; the city's own page says over 4,200.
School district
North East ISD
Campus assignment is address-specific; verify the exact address with NEISD's current attendance tool.
Municipal services
Own police + fire/911
City-run government, police department, municipal fire and 911 dispatch, public works, and sanitation.
ZIP code
78213
Principal mailing ZIP only. 78213 includes large areas of San Antonio; it never proves city limits.
At a Glance
Castle Hills: verified facts first
These are the facts that matter for property decisions, and every one is dated and sourced. Everything else on this page is qualified as property-specific because it genuinely varies by address.
Incorporated city
Independent Texas municipality in Bexar County, incorporated in 1951. Not a San Antonio neighborhood and not the Lewisville-area Castle Hills in Denton County.
Location and boundaries
About 2.5 square miles (Census land area 2.47 sq mi), completely surrounded by San Antonio, bisected by Loop 410 at the southern end of NW Military Highway. Boundary: Jackson-Keller Road south, Lockhill Selma Road north, Blanco Road east, and the T and NORR railroad corridor west.
Population and area
3,978 at the 2020 Census, down from 4,116 at the 2010 Census. The most recent official Census estimate is about 3,931 (Vintage 2024). The city's own website describes over 4,200 residents; that is the city's figure, not a dated Census number.
Schools
North East ISD. Castle Hills Elementary (200 Lemonwood) and Jackson-Keller are potentially relevant elementary campuses, Jackson and Nimitz potential middle campuses, and Legacy of Educational Excellence (LEE) High School the high school. Assignment is address-specific; verify with NEISD.
Municipal services
The city operates its own police department, municipal fire and 911 dispatch, streets, sanitation and public works, and city property tax. SAWS water and wastewater; CPS Energy electric service.
No universal HOA
There is no verified citywide Castle Hills HOA. Association and deed-restriction status is property specific, and many established single-family properties have no HOA at all. Verify the actual property.
The Most Important Fact First
Castle Hills is its own city, not just a neighborhood inside San Antonio
The honest framing: Castle Hills looks geographically woven into San Antonio on the map, and Loop 410 runs straight through the city, but legally it is an independent incorporated municipality. Crossing from adjacent San Antonio into Castle Hills can change the municipal property tax, police jurisdiction, fire and 911 jurisdiction, zoning, and permitting authority for the property.
The boundary is not decorative. A home can sit inside the City of Castle Hills while the parcel across the street sits in San Antonio's jurisdiction, and that difference shows up in taxes, services, and rules, not in the mailing address. A 78213 ZIP code does not tell you which city governs the house, and large portions of 78213 are San Antonio.
What changes at the city boundary
- Municipal property tax: inside the city you pay the city's own rate, not the City of San Antonio's.
- Police jurisdiction: the City of Castle Hills police department.
- Fire and 911: municipal Castle Hills fire and emergency dispatch, not City of San Antonio.
- Zoning, permitting, and development rules: the city's own codes, planning areas, and permit process.
- Water, sewer, and sanitation: SAWS water and wastewater with City public-works sanitation, not San Antonio city services.
78213 doesn't tell you whether the house is actually inside Castle Hills
A mailing address or a ZIP code never substitutes for confirming municipal jurisdiction. Looking at a Castle Hills home? Send me the address and I can help you verify the city limits, school assignment, taxes, zoning, flood and drainage considerations, deed restrictions, and estimated monthly payment before you make an offer.
Don't Mix the Two Cities Up
Castle Hills TX vs Castle Hills, Lewisville: same name, different places
There are two places in Texas named Castle Hills, and they are easy to confuse in any online search. Every market source, business, HOA, builder, and school result has to be checked against the right one: incorporated Castle Hills, Bexar County, Greater San Antonio, not the Castle Hills master-planned community near Lewisville in Denton County.
City of Castle Hills, Bexar County
- Independent incorporated city in Bexar County, about 2.5 square miles, fully surrounded by San Antonio and bisected by Loop 410.
- Own government, police department, fire and 911 dispatch, zoning and permits, and city property tax.
- NEISD schools, Bexar taxing jurisdictions, SAWS water, CPS Energy, Greater San Antonio market.
- This is the page's subject. Principal mailing ZIP 78213 (which also covers parts of San Antonio).
Castle Hills, Lewisville / Denton County
- A roughly 2,900-acre master-planned community at the edge of the Dallas-Fort Worth metroplex, around Lake Lewisville, annexed into the City of Lewisville in 2021.
- Thousands of homes in a 4,300-home-scale community in Denton County, a completely different market from Castle Hills, Bexar.
- Different counties, tax stacks, school systems, city rules, and market data. Comps from one never apply to the other.
Also: not every Castle Hills-named subdivision, HOA, or business sits inside the City of Castle Hills
San Antonio-area subdivisions, HOAs, and businesses using the name Castle Hills, such as Preserve at Castle Hills, Gardens of Castle Hills, or Cottages at Castle Hills, may sit outside the incorporated city even when marketed as Castle Hills area. Verify each name against the actual boundary; I do not import any of them into this page unless verified inside municipal limits.
Official Boundaries
The official boundary and the city limits question
The City of Castle Hills' official boundary description runs from Jackson-Keller Road on the south, Lockhill Selma Road on the north, Blanco Road on the east, and the T and NORR railroad corridor on the west, per the city's own materials. Reconfirm the current boundary language before relying on it, because every ownership question on this page, from the city tax to the police and fire jurisdiction to the permit counter, depends on this line.
South
Jackson-Keller Road
The city's southern edge, a corridor that also carries 78213 addresses extending into San Antonio beyond the city line.
North
Lockhill Selma Road
The northern boundary, where the city meets San Antonio across streets in places.
East
Blanco Road
The eastern boundary along Blanco, a major north-south corridor in the area.
West
T and NORR railroad corridor
The western boundary follows the railroad corridor, which shapes the western edge of West of West.
What the boundary decides for you
Loop 410 physically bisects the city, and the mailing ZIP 78213 covers both Castle Hills and large areas of San Antonio. The boundary is what decides the city tax rate, the police and fire jurisdiction, the permit counter, and the zoning and development rules. If you are looking at a 78213 address, confirm the city limits first, not last.
The City's Own Geography
The six official Castle Hills planning areas
The City of Castle Hills planning framework divides the city into six planning areas, and they are the right internal geography for shopping and pricing, not agent-created micro-neighborhood names. Confirm the current names and boundaries from the City's current Comprehensive Plan documents, then compare planning area to planning area and product to product.
| Planning area | Location | Housing pattern | Roads / drainage |
|---|---|---|---|
| West of West (WoW) | Western city | Acre-plus lots, narrower streets, areas without curb/gutter/sidewalk, sloping toward the west, substantial RR zoning, West Oaks PUD, large-lot pattern | Sloping with a western floodplain; drains west |
| Mid-Town | Central city | Established detached homes, narrower streets, mixed lot sizes, some areas without the standard curb and gutter pattern | Local drainage, street-specific |
| The Edge | Perimeter areas | Transitional edges of the city along boundary roads | Verify by street |
| The Estates | Larger-lot residential | Low-density estate pattern with larger lots and mature trees | Verify by street |
| The Terrace | Established residential | Hillside-oriented established homes with varied lot sizes | Drainage follows slope |
| Southern Cone (SoCo) | Southern city toward Jackson-Keller | Southern portion of the city near the Jackson-Keller edge | Verify by street |
Planning area names and boundaries come from the City's planning framework and should be reconfirmed against the current Comprehensive Plan documents. They describe city planning context, not a guarantee about any single lot.
West of West / Large Lots / RR Zoning
West of West: large lots, a big rulebook, and the acre story
City research describes West of West as the western portion of the city with many acre-plus lots, narrower streets, areas without conventional curbs, gutters, and sidewalks, terrain sloping toward the west, a significant western floodplain, and substantial Rural Residential (RR) zoning, including the West Oaks PUD and a large-lot development pattern.
The buyer lesson starts here: a large lot does not automatically mean it can be subdivided, or that the site can handle every plan. The RR framework restricts subdivision below approximately three-quarters of an acre in affected areas; confirm the current ordinance, exact boundaries, minimum-lot requirement, and exceptions before publishing or relying on a numeric rule. An acre on paper is not automatically an acre of usable land: drainage easements, floodplain, slope, trees, setbacks, zoning, sewer, building placement, accessory structures, and pool location all matter, especially in West of West.
The right sentence for West of West is "parts of the western side contain mapped floodplain; check the exact parcel," never "West of West is in the floodplain." And if you are looking at West of West, zoning, drainage, and the usable lot matter as much as the square footage.
Housing Stock
Housing types, and the individual infill and rebuild story
Castle Hills is predominantly residential and largely single-family, but the mix is genuinely broad: established detached resale, large-lot detached, acre-plus properties, garden homes, duplexes, condos, limited multifamily, PUD housing, and occasional teardown and rebuild or custom infill. Do not write that all Castle Hills homes are large estates, and do not import large production-builder inventory into the city story: there is no verified large active tract-builder community inside incorporated Castle Hills.
The correct framing: primarily established resale plus individual infill, rebuilds, and custom construction. The city permits new residential construction, additions, remodels, pools, accessory structures, and major site work, and an approved new residential structure in West Oaks of Castle Hills Unit 2 shows new construction happens, as individual projects, not as a boom. That distinction shapes financing and pricing: renovation, custom, and infill work is highly property-specific.
Current Market, Dated Secondary Snapshot
The honest market picture: tiny samples, no single price
For the three months ending August 2026, a secondary tracker reported for incorporated Castle Hills a median sale around $442,207, about 12 sales in August, a median 48 days on market, a 95.9% sale-to-list ratio, and 49.5% of listings with price reductions, with the year-over-year median change of about -23.1% reflecting a shift in the mix of what sold, not a change in any single home's value. This is a dated secondary snapshot with a tiny sample, not a quote for any property. Prefer current LERA or SABOR data at your build date, and never present any single citywide number as an evergreen price.
The honest headline
Never write Castle Hills costs X
Because the city mixes condos, garden homes, standard detached, large-lot, acre-plus, remodeled, and infill and rebuild homes, one citywide median is highly misleading, and trackers disagree for the same window. No single number is the whole story for an address.
The useful frame
Segment, don't average
Seller pricing should start with planning area, then product, lot, condition, flood and drainage, redevelopment potential, and true comparables. Compare like with like and use actual closed sales, not a citywide or ZIP median.
Why medians swing
Small counts plus changing mix
A month with a couple of acre-plus or fully remodeled sales moves the median more than the market moved. Do not read year-over-year median change as appreciation or depreciation; read it as a mix signal in a small sample.
How to buy or sell here
Shop and price by planning area and product with current data, and treat every snapshot as dated. Send me an address or a listing and I can run a property-specific comparison and payment estimate instead of a ZIP-wide median.
Education
Castle Hills schools: NEISD, assigned by exact address
Castle Hills is in North East ISD, and exact campuses are address-specific. Research identified Castle Hills Elementary (200 Lemonwood) and Jackson-Keller Elementary as potentially relevant elementary campuses, Jackson and Nimitz at the middle level, and Legacy of Educational Excellence (LEE) High School for high school. Verify the current assignment through NEISD's Find Your Campus tool, because boundaries change and being in the city does not by itself assign a campus.
Castle Hills Elementary
200 Lemonwood. NEISD describes this as its elementary magnet and year-round school calendar campus. Calendar structure is an objective fact, not a quality claim, and I do not claim the playground is open for public joint use, because an older joint-use arrangement ended after security changes.
Jackson-Keller Elementary
Also potentially relevant at the elementary level for parts of the city. Confirm the current boundary with NEISD for the exact address. No ratings, grades, scores, or rankings from this page, ever.
Jackson and Nimitz middle
Jackson and Nimitz have both been identified as potentially relevant middle campuses. Assignment is address-specific, so verify the current feeder pattern with NEISD for the actual residence.
Legacy of Educational Excellence (LEE) High School
The high school is Legacy of Educational Excellence High School, referred to as LEE High School, the current name since the district rename. The campus also hosts programs including the International School of the Americas, North East School of the Arts, and STEM Academy; I state those factually and never imply guaranteed access or neighborhood admission.
How to verify like a pro
Use NEISD's official Find Your Campus tool for the exact address and ask what boundary changes are already on the books. Ratings change year to year and are published per campus, so I do not publish ratings or rankings on this page. The school boundaries guide explains how assignment works in plain language.
Property Taxes, 2025 Research Baseline
Castle Hills property taxes: a stack, not a single rate
Texas property taxes are the sum of separate taxing jurisdictions, each levying its own rate per $100 of taxable value, and the stack varies by exact parcel. The table below is the complete adopted tax year 2025 research baseline confirmed at build, the latest complete official year available. Never mix 2026 component rates with 2025 components into one unlabeled total; if a full adopted 2026 stack becomes available, use only one complete year at a time, clearly dated.
| Jurisdiction | Tax year | Rate per $100 | Notes |
|---|---|---|---|
| City of Castle Hills | 2025 | 0.578846 | The city's own rate, which is why the boundary matters: it funds city services rather than San Antonio's city rate. |
| Bexar County | 2025 | 0.276331 | County general levy component of the 2025 county rate set. |
| North East ISD | 2025-26 school year | 0.982200 | Adopted 2025-26 rate; school districts are typically the largest single component of the stack before exemptions. |
| University Health | 2025-26 | 0.276235 | Bexar County hospital district rate component kept steady in the 2025-26 budget. |
| Alamo Colleges | 2025 | 0.149150 | Alamo Community College District component of the stack. |
| SARA | 2025 | 0.018300 | San Antonio River Authority component of the stack. |
| Road and Flood | 2025 | 0.023668 | Bexar County Road and Flood Control Fund component of the 2025 county rate. |
| Total, before exemptions | 2025 | 2.304730 | Complete 2025 research baseline before exemptions. The real number depends on the parcel's jurisdictions, taxable value, and exemptions actually filed, including any homestead exemption. |
Tax stack is a 2025 research baseline confirmed at build from official taxing-authority materials; 2026 rates are being adopted and must be rechecked before budgeting, and never mixed across years in one unlabeled total. Verify the parcel's actual jurisdictions through Bexar Appraisal District records.
Neutral enclave comparison, same 2025 baseline
For context, 2025 research baselines: Castle Hills about 2.3047% total, Leon Valley about 2.2936%, an adjacent San Antonio with NEISD example about 2.2675%, and Shavano Park about 2.0613%, all before exemptions, all the same 2025 baseline, and stated without rankings. Two homes can cost the same and still have different monthly payments, so pull the actual parcel's full stack. What the city tax funds are city services: 911 dispatch, police, fire, streets, and sanitation and public works, stated as a service structure only, with no inference about safety, response times, or quality.
Water, Sewer, Power
Who provides what in Castle Hills
SAWS is the water-system provider and infrastructure operator in Castle Hills, confirmed through official City records and SAWS Water Quality Report pages, and SAWS wastewater service with sanitary-sewer connection requirements is the expected pattern. Municipal sewer is the norm, so do not import private-well boilerplate here. For an unusual older large-lot property, verify the actual service and account rather than assuming, and verify natural gas by address, because not every property has active gas service.
Water and sewer
SAWS provides water service and wastewater service to Castle Hills, per official city records and SAWS references, with sewer connection requirements tied to the city's infrastructure.
Electric and gas
CPS Energy supplies electric service to the area. Natural gas availability is address-specific and should be verified with the provider, never assumed for every property.
Sanitation
Castle Hills Public Works provides municipal sanitation, with research finding garbage twice weekly, brush weekly, and recycling weekly, set up and billed through the SAWS account. Schedules and fees change, and the garbage fee changed in August 2026, so confirm the current rate and schedule with the city rather than assuming any figure here.
Street and stormwater
Public works maintains the city's streets and drainage, and the city charges a stormwater-development fee tied to new impervious cover and requires floodplain-development permitting, which belongs in due diligence for additions, pools, driveways, accessory buildings, and major redevelopment.
City Rules and Permits
Municipal rules that change what you can do with a property
Castle Hills has its own ordinances, so run everything through the City and not San Antonio's permitting. Each item below reflects the latest official materials found at build, and each should be reconfirmed with the City before you rely on it, especially since fees and schedules change.
Overnight street parking
Street parking is restricted in the overnight window, roughly 2 a.m. to 5 a.m., per the city's codes summary. Confirm the current ordinance if you plan to rely on street parking.
RV, boat, and trailer placement
The city regulates placement of RVs, boats, and trailers. If you own any of these, verify the current parking and placement rules for your property type and location.
Short-term rentals
A Castle Hills STR ordinance was adopted around February 2026 and has been amended since; permits expire one year or on sale, with an annual renewal fee around $125 per the 2026 form. This is buyer and investor due diligence, not a major theme of the city.
Animal and leash rules
The city has animal, registration, and leash rules. Confirm the current requirements with the City before you rely on any specific behavior.
Tree trimming permits
Tree work is regulated but not blanket-permitted: oak trimming is restricted roughly February through June for oak wilt, and right-of-way trimming needs clearance. Never assume you need a permit for every trim; verify what work, which trees, current fees, and exemptions apply to your project.
Drainage easements
Property owners must maintain drainage easements, and a drainage easement can affect fencing, landscaping, additions, accessory buildings, pools, and overall lot usability. Pull the easement on the survey before planning anything.
Zoning and lot splits
Verify the zoning district, lot-split restrictions, setbacks, and site-development rules for the actual property, and for West of West confirm RR zoning and its current minimum-lot and subdivision rules from the current ordinance.
Permits for renovations
Castle Hills municipal permitting applies for renovation and new construction, separate from San Antonio's permitting. Check additions, remodels, pools, accessory structures, and major site work with the City.
Flood + Drainage
Five documented watersheds, a drainage capital program, and a property-level check
Do not reduce this to "check FEMA." The City documents five identified drainage watersheds and runs a formal drainage capital program, and City documents identify street-specific drainage projects and issues. That does not mean every property on those roads floods; the point is the City has documented watershed-specific infrastructure work, so check the exact parcel, then confirm current project status for the street.
What the City documents show
City drainage documents describe five identified drainage watersheds and a drainage capital program across all of them, and the Comprehensive Plan describes a substantial floodplain along the western edge of West of West. Street-specific items have been flagged around routes including Dogwood, East Castle, Wisteria, Mimosa, Krameria, Carolwood, Banyan, Glentower, Fox Hall, Lemonwood, Travertine, and Atwater; verify current project status before naming any single street in a transaction.
The property-level flood check
For any parcel, check current San Antonio River Authority floodplain mapping and current FEMA data, then floodplain, floodway, watershed, drainage features, easements, grading, culverts, channels, prior water intrusion, retaining structures, lender flood determination, and flood insurance. The honest sentence is "parts of the western side contain mapped floodplain; check the exact parcel," never a whole-area claim.
Before you plan a major remodel, addition, pool, or teardown
Check the flood map, drainage easements, stormwater requirements, and tree rules first, and confirm how the site actually drains before you assume the site can handle the plan. An acre on paper and an acre you can actually use are two different things.
Streets + Infrastructure
Streets, roads, and the West Avenue project
Castle Hills maintains roughly 27 miles of asphalt roadway per city materials, so confirm the current figure with the city at build time, and understand that street conditions vary materially by subarea, especially in West of West and Mid-Town, where the plan documents areas without the standard curb, gutter, and sidewalk pattern, which matters for drainage. Loop 410 physically bisects the city, so it is the natural organizer for comparing planning areas across north and south; I do not publish long capital lists.
The 2026 West Avenue work
The city's 2026 street improvement project, awarded June 9, 2026 to Brook Paving and Construction LLC for about $442,655, includes repair of West Avenue south of Antonian College Preparatory High School, with work near the school slated to begin around July 27, 2026 and the West Avenue portion targeted for completion before the school year. Confirm the current phase, limits, and completion status with the city, and account for traffic impact near the school at your build date.
Moss and Sunflower are part of the current project
The 2026 award also covers milling and overlay of Moss Drive and Sunflower Drive portions running from Lockhill Selma to NW Military Highway per current project documents, a concrete current project that materially helps buyers and residents, not a long capital list.
On drive times, no fixed commute numbers
I do not publish static minutes to any destination. Describe by distance and location instead: I-410, NW Military, Blanco, West Avenue, Lockhill Selma, Jackson-Keller, and test the route at the time you would actually drive it, because time of day changes everything.
Buyer Due Diligence
The 33-point buyer checklist for a Castle Hills address
Run these for the actual property, not the neighborhood name or the ZIP code. Every line is property-specific, and many of these questions cannot be answered by a listing.
Confirm the property is inside the incorporated City of Castle Hills, not just a 78213 mailing address.
Do not rely on the ZIP code: 78213 does not equal Castle Hills city limits.
Disambiguate from Castle Hills, Lewisville / Denton County, the master-planned community with the same name.
Identify the official City planning area for the parcel (one of the six).
Verify the NEISD campus assignment by exact address with the district's current attendance tool.
Pull the current Bexar Appraisal District tax jurisdictions for the parcel.
Verify current tax-year rates and never mix rates from different years into one total.
Check the City zoning district for the property.
For West of West, verify the Rural Residential (RR) zoning and its current minimum-lot and subdivision rules.
Check lot-split restrictions for the actual lot.
Pull the deed restrictions, even when there is no HOA.
Verify HOA or POA status and current documents if an association applies.
Review the survey.
Review all easements across the property.
Identify drainage easements and the owner-maintenance obligation on them.
Check current San Antonio River Authority floodplain mapping and current FEMA data for the parcel.
Identify the watershed and drainage features on and around the property.
Inspect grading and slope, including how water moves across the lot.
Inspect retaining walls and their condition.
For additions or a pool, review stormwater-development and floodplain-development requirements for new impervious cover.
Verify the tree-permit rules for the work you are planning.
Review building permits and prior additions on the property.
Verify sewer and water service for the exact address.
For older homes, inspect roof, HVAC, electrical, and plumbing based on actual age and condition.
Review the foundation in the context of the actual property condition and drainage.
Check overnight street parking rules (roughly 2 a.m. to 5 a.m.) where relevant.
Check RV, boat, and trailer parking and placement rules if you have them.
Check current short-term-rental rules if rental use matters.
Review active street construction near the property and its current status.
Test the actual commute at the time you would drive it, on a normal week.
Obtain a property-specific insurance quote early.
Compare the total monthly payment, including taxes, insurance, and HOA dues if any.
For a large lot, confirm the usable land: floodplain, drainage easements, slope, trees, setbacks, zoning, sewer, building placement, accessory structures, and pool location.
Send me the address and I can help you work through the first lines of this list: city limits, school assignment, taxes, zoning, flood and drainage, deed restrictions, and estimated monthly payment. Looking at a large Castle Hills lot or planning a major renovation? Send me the listing before you assume the site can handle the plan, because zoning, drainage, easements, tree rules, and financing all matter.
Selling
Selling in Castle Hills: price by planning area, lot, and condition, not the city median
A garden home near Loop 410 cannot be mechanically compared with an acre-plus West of West property, a duplex, a condo, or an infill rebuild. Start with the planning area, then product, lot size and usable lot, zoning, age, condition, updates, flood and drainage, permitted additions, redevelopment potential, and the infill and rebuild competition. Seller documentation should include the survey, drainage easements, flood data, permits, additions, roof, HVAC, electrical, plumbing, and major renovations.
What to have ready before pricing
For an older home, organize the roof, HVAC, electrical, plumbing, foundation, addition and remodel permits, and prior renovation records. For a large lot, be ready to show how the usable yard, slope, drainage, floodplain, trees, setbacks, easements, and accessory structures fit together, because lot size does not equal usable lot. Compare like with like, planning area to planning area, and use true comps, not the citywide or 78213 median.
Financing
Financing Castle Hills: the loan and the property together
There is no such thing as a Castle Hills loan, which is correct, because loans map to the borrower and the property, not to the city name. Conventional financing is normal for qualifying conforming amounts, FHA and VA are property and borrower specific, jumbo depends on the loan amount versus the current conforming limits and never on a price tag, and USDA has no assumed eligibility. Renovation financing is a strong natural fit for established housing, custom or infill construction financing matters for rebuilds, seller concessions and rate buydowns work as negotiation tools, and down payment assistance is program-and-property specific, so no assumption of eligibility.
For renovation and rebuild buyers, solve the property constraints first: zoning, floodplain, drainage easements, tree restrictions, setbacks, lot-split limits, impervious cover and stormwater requirements, and permits, then structure the financing, because financing can never fix an infeasible site plan.
Compare a Castle Hills property with a dated or renovated one, or plan a renovation and want to know what the monthly payment does first, send me the listing, and I can compare real ownership costs, financing, and property differences in one pass. The first-time homebuyer guide is the plain-language starting point for eligible buyers.
Everyday Life, Kept to Exactly Six
Six verified notes on everyday Castle Hills, no more
A small list with real addresses beats a directory, and none of these are the best anything. They are verified places, a park, an objective school campus, one event, and one honest note, and hours, menus, park rules, and event dates change, so confirm current details before planning around any of them.
Coffee
Pan Dulce Bakery and Cafe, 8055 West Ave Suite 107, Castle Hills, TX 78213, verified operating at build and re-verified for the current year. Hours change, so confirm before you go.
Restaurant, one only
Bilia Eatery, 1900 NW Military Highway, Castle Hills, TX 78213, verified operating at build. One dining example only; no rating is implied, and hours change.
Outdoor and dog
The Commons of Castle Hills, the city's only public park per the Parks and Projects Commission, near City Hall on Lemonwood between the municipal building and the fire station: a small open green with a walking and jogging path. Verify official name, acreage, current access, and dog and leash rules with the city; I add no other park.
Kid and family objective resource
Castle Hills Elementary School, 200 Lemonwood, listed as an objective local NEISD campus only: year-round calendar, no ratings or quality claims, and no playground joint-use claim.
Recurring event, one only
Fiesta Castle Hills and City Parade, an annual Fiesta San Antonio event verified for 2025 and 2026, held April 18, 2026 with the parade at 10 a.m. and the fair at The Commons, and the next edition scheduled for April 17, 2027. Confirm current recurrence and date each year.
Everyday life note
Castle Hills is geographically compact but the built environment changes noticeably within its small boundaries: NW Military carries much of the commercial activity, Loop 410 splits the city, and parts of West of West and Mid-Town have larger lots and narrower streets without the curb-and-gutter, sidewalk pattern common in many newer subdivisions, making exact location inside Castle Hills unusually important.
FAQ
Castle Hills, Texas: common questions, straight answers
No. Castle Hills is an independent incorporated Texas city in Bexar County, completely surrounded by the City of San Antonio. It has its own city government, its own zoning and codes, its own police department, its own municipal fire and 911 dispatch, and its own city property tax. Being surrounded by San Antonio on the map does not make it part of San Antonio.
Yes. Castle Hills incorporated in 1951 and operates its own municipal government, police department, fire and 911 dispatch, public works, sanitation, zoning, permitting, and city property tax inside its roughly 2.5-square-mile boundary. A 78213 mailing address does not change the municipal jurisdiction.
No, and the difference is one of the most important checks on this page. The City of Castle Hills is the incorporated city in Bexar County, Greater San Antonio, about 2.5 square miles, surrounded by San Antonio. Castle Hills in Lewisville is a roughly 2,900-acre master-planned community at the edge of Denton County with thousands of homes, annexed into the City of Lewisville in 2021. Different county, different region, different city rules, different market data.
The principal mailing ZIP is 78213, but 78213 does not equal Castle Hills city limits. Large portions of 78213 are in the City of San Antonio, and ZIP codes are postal geographies, not municipal boundaries. A mailing address never substitutes for confirming municipal jurisdiction, which is what decides your city tax, police and fire coverage, zoning, and permitting.
Castle Hills is served by North East ISD (NEISD). Campus assignment is address-specific and set by the district's current attendance boundaries, so verify the exact address with NEISD's Find Your Campus tool. Boundaries change, and being in the city does not by itself assign a specific campus.
There is no verified citywide Castle Hills homeowners association. Association and deed-restriction status is property specific: some subdivisions, condos, and garden-home developments have their own associations or restrictions, and many established single-family properties operate primarily under city zoning and deed restrictions with no HOA at all. Verify the plat, deed restrictions, HOA or POA status, easements, and architectural restrictions for the actual property.
Mixed, not uniformly large. The city holds established detached resale, large-lot detached homes, acre-plus properties, garden homes, duplexes, condos, limited multifamily, PUD housing, and occasional teardown and rebuild or custom infill. The largest lots concentrate in parts of West of West, while other parts of the city are standard suburban lots. Do not assume one lot size for the whole city.
West of West (WoW) is one of the six official planning areas in the City of Castle Hills planning framework, the western portion of the city. City planning documents describe acre-plus lots, narrower streets, areas without conventional curbs, gutters, or sidewalks, terrain sloping toward the west, a significant western floodplain, and substantial Rural Residential (RR) zoning, including the West Oaks PUD and a large-lot development pattern.
Not automatically. A large lot does not mean it can be split. The City planning framework describes Rural Residential zoning in parts of West of West where subdivision below approximately three-quarters of an acre is generally restricted in affected areas; confirm the current ordinance, exact boundaries, minimum-lot requirement, and exceptions with the City before relying on that number. Drainage easements, floodplain, slope, setbacks, zoning, trees, and sewer also affect what you can do.
Yes, in mapped areas. Parts of the western side, including portions of West of West, contain mapped floodplain, and the City documents five identified drainage watersheds with a formal drainage capital program. Evaluate any parcel by checking the exact property on current San Antonio River Authority floodplain mapping and current FEMA data, never by assuming a whole area is safe or unsafe.
The City's drainage documents identify multiple watersheds and street-specific projects, and City research has flagged drainage issues or projects around streets including Dogwood, East Castle, Wisteria, Mimosa, Krameria, Carolwood, Banyan, Glentower, Fox Hall, Lemonwood, Travertine, and Atwater. That does not mean every property on those roads floods; it means the City has documented watershed-specific infrastructure work. Check the exact parcel, watershed, easements, grading, culverts, channels, and prior water intrusion, and ask the current project status for the street.
SAWS, the San Antonio Water System, is the water-system provider and infrastructure operator in Castle Hills, and SAWS also provides wastewater service with sanitary-sewer connection requirements. Municipal sewer is the expected pattern, but for an unusual older large-lot property verify the actual service and account on that parcel. Electric comes from CPS Energy, and natural gas availability should be verified by address.
The City of Castle Hills Public Works Department provides municipal sanitation. Research found garbage collection twice weekly, brush weekly, and recycling weekly, and trash service is set up and billed through the SAWS account. Confirm the current schedule and any rate changes directly with the city; the garbage fee was changed in August 2026.
There is no verified large active tract-builder community inside incorporated Castle Hills, and I do not import master-planned builders into the city story. New construction here happens as individual infill, rebuilds, additions, and custom construction on existing lots, which is what the City permit activity reflects, including an approved new residential structure in West Oaks of Castle Hills Unit 2. Expect a property-by-property, permit-driven market, not model-home inventory.
Castle Hills has its own municipal permitting, so do not route renovation questions through the City of San Antonio as though the property were inside San Antonio. The City rules cover new residential construction, additions, remodels, pools, accessory structures, and major site work, with separate considerations for tree work, drainage easements, stormwater, and floodplain development. Describe the exact project to the City and verify what is required.
Work the buyer due-diligence checklist on this page, starting with whether the parcel is actually inside incorporated Castle Hills, then the planning area, NEISD campus assignment, tax jurisdictions and rates, zoning, HOA or deed restrictions, survey, easements, flood and drainage data, utilities, permits, inspection of an older home's systems, parking and rental rules if relevant, current street construction, the actual commute, and insurance. Send me the address and I can help you verify the city limits, school assignment, taxes, zoning, flood and drainage considerations, deed restrictions, and estimated monthly payment before you make an offer.

For Sellers
Selling in Castle Hills, Texas
Pricing a Castle Hills home starts with the specific property: which planning area and section it sits in, the actual lot, and what comparable Castle Hills homes closed for. The city's own identity, not the surrounding San Antonio market, sets the comps.
What I review before pricing a Castle Hills home
- Recent closed sales in the same subdivision or micro-area, never the whole ZIP
- Active and pending competition: what buyers can buy instead of your home
- Lot size, usable acreage, views, and topography
- Age, condition, renovations, and permit history
- HOA, city jurisdiction, and taxing districts for the exact parcel
- The six planning areas and the West of West large-lot sections, which price differently than garden homes
- NEISD assignment, flood and drainage status, and Loop 410 access

Price it like a real Castle Hills seller
The price starts with the specific property: the exact subdivision or tract, its condition, and what buyers can actually buy right now. I build that analysis property by property, then show you the seller net sheet so you know what you walk away with. No automated ZIP estimate and no pressure.
